FORT HOOD, Texas – Fort Hood’s Deputy Commanding General Maj. Gen. Scott Efflandt said at a press conference here today that while the last 72 hours have produced significant information, including the discovery of remains near the Leon River in Bell County, positive identification has not been made in the active investigation of the disappearance of Spc. Vanessa Guillen.
“When we have a DNA analysis, we will share it,” the general said.
Guillen, classified as missing, met time-in-service and time-in-grade requirements to be promoted to the rank of specialist. That promotion was made official Wednesday.
On the morning of April 22, Guillen was working in her unit’s arms room and was last seen at approximately 11:30 a.m. in the parking lot of the Regimental Engineer Squadron, 3rd Cavalry Regiment. After her unit could not find her that same day, they conducted a search and discovered her car keys, barracks room key and identification card in the unit arms room.
“On that day, her unit, the 3rd Cavalry Regiment, initiated a search for Vanessa and since that day, has maintained communication with the family,” Efflandt said. “The day following, the 23rd of April, the Army’s Criminal Investigation Division, referred to as CID, initiated an investigation in conjunction with national, state and local law enforcement agencies.”
As Guillen’s disappearance remains an active investigation, CID officials could not reveal any details that could compromise the ongoing investigation and possible subsequent prosecution.
“Our investigation has identified two suspects in the connection with Spc. Guillen’s disappearance,” Special Agent Damon Phelps, senior special agent of Fort Hood CID, revealed. “We are aware that there have been statements made that there are others, but at this point, that is incorrect. We have identified two suspects.”
Suspects include an unidentified civilian female, who has been arrested in conjunction with the case, and Spc. Aaron David Robinson, a Fort Hood Soldier assigned to Company A, Regimental Engineer Squaron, 3rd Cav. Regt., who committed suicide early Wednesday morning.
“As law enforcement agents attempted to make contact with the suspect in Killeen, Texas, Spc. Robinson reportedly displayed a weapon and took his own life,” Phelps said during the press conference. “Robinson was an armorer who worked in the building adjacent to the building where Spc. Guillen worked and he was in no way in Spc. Guillen’s chain of command.”
Phelps said they are continuing to investigate any interactions between Guillen and the suspect, but said there were no sexual harassment reports made before Guillen’s disappearance.
Despite having no official complaint, 3rd Cav. Regt. has ordered a full investigation into sexual harassment allegations that have come forward since Guillen’s disappearance. Meanwhile, Efflandt revealed that in light of the allegations, he has requested an inspection of Fort Hood’s Sexual Harassment/Assault Response and Prevention Program from the U.S. Army Forces Command Inspector General.
“All sexual harassment allegations are being investigated in this case,” Efflandt said, “as they are in every other instance.”
Phelps revealed that since the investigation began, agents have conducted more than 300 interviews, more than 10,000 investigative hours and have been working very closely with numerous agencies. Outside agencies include the FBI, Killeen Police Department, Belton Police Department, Texas Rangers, U.S. Marshals and the Texas Department of Public Safety, Texas Parks and Wildlife, among others.
He said the Texas Rangers are still processing the scene at the Leon River in Bell County, where human remains were discovered Tuesday. As the area is outside Fort Hood’s jurisdiction, the Rangers have taken lead on the site. Phelps said. CID will release information regarding the remains as soon as they can, following notification to the next of kin.
Phelps and Efflandt asked the media and public to not spread false rumors or allegations, which may hurt the ongoing investigation.
“Please understand that it’s a difficult time for the Guillen family and the Army family here at Fort Hood,” Efflandt said. “I ask that you join me in keeping the Guillen family in your thoughts and prayers.”

Thank you for joining us today. Events in the last 72 hours produced significant information allowing us to better understand the disappearance of Specialist Vanessa Guillen. Today, we want to share as much as possible with you, the Fort Hood community. Please understand that this is a difficult time for the Guillen family and I ask that you join me in keeping the Guillen family in our thoughts and prayers.
Tragically, on April 22, Vanessa Guillen disappeared from her place of duty at Fort Hood, Texas. On that day, her unit, the 3rd Cavalry Regiment, initiated a search for Vanessa, and has since maintained communication with her family.
The day following Vanessa’s disappearance, April 23, the Army’s Criminal Investigation Division (CID) initiated their investigation in conjunction with national, state, and local law enforcement agencies – and also remained in contact with Vanessa’s family. Since the beginning, all involved in the search have worked tirelessly to find Vanessa.
In the last three days, the investigation led to the discovery of remains in Belton, Texas, the arrest of a person from the local community, and the suicide of a Soldier in Killeen who was pending apprehension.
The remains recently discovered have not yet been positively identified. When we have the DNA analysis we will share it. Absent this information, there is other evidence relevant to this case that helps shed light on Vanessa’s disappearance.
Joining me today in this update is Special Agent Damon Phelps, Senior Special Agent for the local CID detachment. Also assisting are members of the supporting agencies. The law enforcement team working this case has done a stellar job and has my sincere gratitude.
The focus of our brief today is Specialist Guillen’s disappearance.
The investigation is not over and our efforts are ongoing. The crime scenes of the abduction and the site of the remains are still active as the search for evidence continues. Similarly, interviews are ongoing in the criminal investigations.
The thorough investigation into sexual harassment will continue until complete and ready for command review.
As an aside, the criminal investigation has not found any connection between sexual harassment and Vanessa’s disappearance. All sexual harassment allegations are being investigated in this case, as we do with all allegations. Because sexual harassment is categorically averse to our Army values, at my request the FORSCOM Commander has directed the FORSCOM inspector general to:
(1) Examine the SHARP program implementation at Fort Hood;
(2) Assess whether the command climate is supportive of Soldiers reporting incidents of sexual harassment and sexual assault; and
(3) Identify any potentially systemic issues with the SHARP program at Fort Hood, as well as any resource constraints.
This independent review will provide transparency and ensure we implement and maintain the highest standards of the Army.
Going forward, this exemplary team of law enforcement, with all its technical and professional competence, will persist until all facts relative to criminal behavior and personal misconduct are uncovered. Concurrently, CID, the 3rd Cavalry Regiment, and the casualty assistance office will continue to inform and assist the Guillen family. As these activities conclude we will be able to share more information.
At this time, Special Agent Phelps will provide an update on the criminal investigation.

Good Afternoon, I am Special Agent Damon Phelps with the U.S. Army Criminal Investigation Command and I am one of the lead Special Agents investigating the disappearance of PFC Vanessa Guillen
First, allow me to say that this has been, and continues to be an extremely trying and painful time for the family and friends of PFC Guillen, and I think I can speak for all law enforcement here today that our hearts go out to the family and we are, and have been doing everything in our power to bring Vanessa home and those responsible for her disappearance to justice.
Joining me today are:

We want to thank you for all of your dedication and law enforcement expertise that you have shared since day one when we opened our CID investigation on April 23.
I want to remind everyone in attendance today, that this is still an active and ongoing criminal investigation, so I will be limited in what I can confirm or release to you today.
As you all know, Spc. Vanessa Guillen went missing on April 22. Guillen’s unit reported her missing to U.S. Army CID on April 23 when a check of the barracks and unit area did not locate her.
She was last seen that morning in the area near the 3rd Cavalry Regiment engineer squadron arms room here on Fort Hood, Texas.
Her car keys, barracks room key, identification card were later found in her unit’s arms room.
During the course of this investigation, our law enforcement partners and CID agents have conducted an enormous amount of investigative activity.
Agents have conducted more than 300 interviews, more than 10,000 investigative hours, and have been working very closely with numerous agencies since Specialist Guillen first disappeared, to include: the FBI, Killeen Police Department, Belton Police Department, Texas Rangers, U.S. Marshals and the Texas Department of Public Safety and others.
Army CID issued press releases and reward announcements to the public with the media’s assistance on April 25, April 27 and June 15. We want to sincerely thank the public for their desire to help and the information they have provided and continue to provide throughout this investigation and we encourage anyone with additional information to do the right thing and come forward.
To date, our investigation has identified two suspects in the connection with Spc. Guillen’s disappearance. We are aware there have been statements made that there are others, but at this point, that is incorrect. We have identified two suspects.
It is very troubling and irresponsible that other Soldier’s names have been placed on social media sites and implicated in this investigation when there is absolutely no credible information or evidence that those individuals have anything at all to do with this investigation.
In fact, we have interviewed people in the course of our investigation, while looking for leads, who posted these false allegations and they have admitted to us that they had no evidence or information whatsoever to post those allegations and falsely accuse people.
One of the suspects is the estranged wife of a former Fort Hood soldier, who is currently in custody in the Bell County Jail awaiting charges by civilian authorities. Because she is a civilian and in the custody of local authorities, Army CID will not be releasing any further information concerning her or her status at this time.
The second suspect is Spc. Aaron David Robinson, a 20 year old soldier who was assigned to Troop A, (Engineer Squadron), 3rd Calvary Regiment at Fort Hood. He entered the Army in October 2017 and was assigned as a combat engineer. His home of record is listed as Calumet City, Illinois.
As we included in our CID press release yesterday, special agents from the U.S. Army Criminal Investigation Command, along with the U.S. Marshals, Killeen Police Department, and the Lone Star Fugitive Task Force were attempting to locate the soldier after he fled Fort Hood late Tuesday. While law enforcement agencies attempted to make contact with the suspect in Killeen, Texas, Specialist Robinson reportedly displayed a weapon and took his own life.
There have also been wide-spread allegations that Specialist Robinson was the supervisor of Specialist Guillen. That is false. Robinson was an armorer who worked in a building adjacent to the building where Specialist Guillen worked and he was in no way in Specialist Guillen’s chain of command. We are still investigating their interactions, but at this time have no credible information or reports that Specialist Robinson sexually harassed Specialist Guillen.
If anyone does have credible information to corroborate those allegations, we strongly urge them to come forward and report it to us or to their chain of command.
Additionally, as you are also aware, the Texas Rangers, with assistance from Army CID and other agencies, are still processing the scene at the Leon River in Bell County, Texas, where human remains were discovered Tuesday.
That is still an active scene and part of an ongoing criminal investigation. Because that is not in our jurisdiction and a positive identification of the remains has not been made, the Texas Rangers are the lead agency at that site, and I would refer any questions about the scene to them.
I can tell you, our agents are working very closely with the Armed Forces Medical Examiner to expedite identification of the remains. We will release information on those remains as soon as we can and after notifications of next of kin have been made.
We also want to be very clear, we have no credible information or reports that Vanessa Guillen was sexually assaulted. We were are not aware of any official reports of sexual harassment from Specialist Guillen, or any other soldier on her behalf, when this important issue was first raised by the Guillen family.
We were aware early on in Specialist Guillen’s disappearance that the Guillen family had made statements to the media concerning sexual harassment allegations, but again, we had no further information at the time to investigate that claim.
During the course of our investigation into the disappearance of Specialist Guillen, CID agents uncovered a statement on May 7 that could be considered potential sexual harassment. After subsequent investigation, another allegation of verbal harrassment involving the same individual was discovered.
However, subsequent interviews have failed to corroborate this allegation, nevertheless, we are still investigating. Unfortunately, it did not produce any viable leads as to Specialist Guillen’s whereabouts. CID agents are working closely with the Fort Hood Investigating Officer assigned to look into sexual harassment allegations at her unit.
Specialist Robinson was not involved in these allegations.
Additionally, we have found no credible evidence that a “NCO” (Noncommissioned officer) walked in on Specialist Guillen in a locker room while she was showering. We welcome anyone with evidence or credible information to provide that to us immediately.
We fully understand you have a lot of questions today, but again, this is an ongoing and active criminal investigation and we are limited in what we can say. The U.S. Attorney has asked us to limit the information provided in order to protect the investigation and any potential prosecution.
There is still a lot of investigative work to be done and we ask for your patience.
As we included in our press release yesterday, there are obviously pieces of information and evidence that cannot be shared with the public during an active criminal investigation. Doing so can seriously jeopardize the charging and successful prosecution of individuals. When important investigative information is prematurely released, criminals can and will destroy evidence, conspire to change their stories, build false alibis, etc.

Trágicamente el 22 de Abril, Vanessa Guillen’ desapareció de su lugar de trabajo en Fort Hood. De hecho, hemos entrevistado a personas en el curso de nuestra investigación, mientras buscamos pistas, que publicaron estas acusaciones falsas y nos admitieron que no tenían evidencia o información para publicar esas acusaciones y acusar falsamente a las personas.
Uno de los sospechosos es la esposa separada de un ex-soldado de Fort Hood, que actualmente está bajo custodia en la cárcel del condado de Bell a la espera de cargos por parte de las autoridades civiles. Debido a que es civil y está bajo la custodia de las autoridades locales, el CID no divulgará más información sobre su estado en este momento.
El segundo sospechoso es el especialista (E-4) Aaron David Robinson, un soldado de 20 años que fue asignado a la Compañía A, 3er Regimiento del Caballería en Fort Hood. Ingresó al ejército en octubre de 2017 y fue asignado como ingeniero de combate. Su hogar de registro figura como Calumet City, Illinois.
Como incluimos ayer en nuestro comunicado de prensa del CID, los agentes especiales del Comando de Investigación Criminal del Ejército de los Estados Unidos, junto con los U.S. Marshals, El Departamento de Policía de Killeen y la Fuerza de Tarea de Fugitivos de la Estrella Solitaria intentaban localizar al soldado después de que huyera de Fort Hood martes por la tarde. Mientras que las agencias de fuerza de orden intentaron ponerse en contacto con el sospechoso en Killeen, Texas, SPC Robinson presuntamente mostró un arma y se quitó la vida.
También han habido alegaciones generalizadas de que SPC Robinson era el supervisor de SPC Guillén. Eso es falso. Robinson era un armero que trabajaba en un edificio adyacente al edificio donde trabajaba SPC Guillen y no estaba de ninguna manera en la cadena de mando de SPC Guillen. Todavía estamos investigando sus interacciones, pero en este momento no tenemos información creíble o informes de que SPC Robinson acosó sexualmente a SPC Guillén.
Si alguien tiene información creíble para corroborar esas acusaciones, les recomendamos fuertemente que nos informen a nosotros o a su cadena de mando.
Además, como usted también sabe, los Texas Rangers, con la asistencia del CID y otras agencias, todavía están procesando la escena en el río León en el condado de Bell, Texas, donde se descubrieron restos humanos el martes.
Esa sigue siendo una escena activa y parte de una investigación criminal en curso. Debido a que eso no está en nuestra jurisdicción y no se ha hecho una identificación positiva de los restos, los Texas Rangers son la agencia líder en ese sitio, y les recomendaría cualquier pregunta sobre la escena.
Puedo decirles que nuestros agentes están trabajando muy de cerca con el médico forense de las Fuerzas Armadas para acelerar la identificación de los restos. Publicaremos información sobre esos restos tan pronto como podamos y después de que se hayan realizado las notificaciones de los familiares.
También queremos ser muy claros, no tenemos información creíble o informes de que Vanessa Guillén haya sido agredida sexualmente. No teníamos conocimiento de ningún informe oficial de acoso sexual por parte de SPC Guillén, o cualquier otro soldado por parte de ella, cuando ese asunto importante fue mencionado por primera vez por la familia Guillén.
Nosotros estábamos conscientes que al inicio de la desaparición de SPC Guillén la familia Guillén había hecho declaraciones a los medios de comunicación sobre acusaciones de acoso sexual, pero de nuevo, no teníamos más información en el momento para investigar ese reclamo.
Durante el curso de nuestra investigación sobre la desaparición de SPC Guillén, los agentes del CID descubrieron una declaración el 7 de mayo que podría considerarse un posible acoso sexual. Después de una investigación subsecuente, se descubrió otra acusación de acoso verbal que involucraba al mismo individuo. Sin embargo, las entrevistas subsecuentes no han podido corroborar esta acusación, sin embargo, todavía estamos investigando. Desafortunadamente, no produjo ninguna pista viable en cuanto a el paradero de SPC Guillén. Los agentes del CID están trabajando estrechamente con el investigador de Fort Hood asignado para investigar las acusaciones de acoso sexual en su unidad.
El especialista Robinson no estuvo involucrado en estas acusaciones.
Además, no hemos encontrado evidencia creíble de que un sargento entró cuando SPC Guillén estaba en un vestuario mientras se bañaba. Agradecemos a cualquier persona que nos la proporcione con evidencia o información creíble de inmediato.
Entendemos que tienen muchas preguntas hoy, pero nuevamente, esta es una investigación criminal en curso y activa y estamos limitados en lo que podemos decir. El Fiscal de los Estados Unidos nos ha pedido que limitemos la información provista para proteger la investigación y cualquier posible acción judicial.
Todavía queda mucho trabajo de investigación por hacer y le pedimos paciencia.
Como incluimos en nuestro comunicado de prensa ayer, obviamente hay piezas de información y evidencia que no se pueden compartir con el público durante una investigación criminal activa. Hacerlo puede poner en grave peligro la acusación y exitosa acción judicial contra las personas. Cuando se divulga prematuramente información importante de investigaciones, delincuentes pueden, y lo hacen, destruir pruebas, conspirar para cambiar sus historias, construir falsas coartadas, etc.
